On 3-4 July 2026, the State Scientific Institution “Institute of Educational Analytics” and Hryhorii Skovoroda University in Pereiaslav, with the support of the Ministry of Education and Science of Ukraine, held a practical seminar at the University entitled “European Educational Research and Analytics: A Workshop for the University Community”.
The seminar focused on contemporary approaches to educational analytics, the digital transformation of education and issues of European integration, with particular emphasis on the activities of the Institute of Educational Analytics as the National Eurydice Unit in Ukraine. Special attention was also given to strengthening inter-institutional cooperation, implementing joint research and international projects, and introducing modern analytical approaches to education.

During the seminar, Andrii Lytvynchuk delivered a presentation entitled “The Digital Architecture of Ukrainian Education: Strategic Partnerships, Data, Analytics and Digital Solutions for Public Education Policy.” In his presentation, he outlined a contemporary vision for the development of a unified digital ecosystem for education governance in Ukraine, highlighted the role of SSI “IEA” as Ukraine’s national centre for educational analytics and digital transformation in education, and emphasised the importance of Education Management Information Systems (EMIS), analytical tools and digital services for the development and implementation of evidence-informed education policy.
A dedicated thematic session focused on the activities of SSI “IEA” as the National Eurydice Unit in Ukraine. Since Ukraine joined the Eurydice Network in January 2024, SSI “IEA” has served as the National Eurydice Unit, coordinating Ukraine’s participation in the Network, which currently comprises 43 national units. During the seminar, participants were presented with the results of the implementation of the Eurydice Work Programme 2025-2026, including Ukraine’s contribution to the preparation and collection of national data for Comparative Reports and Data and Visuals, the updating of the national description of Ukraine’s education system on the Eurypedia platform, and activities aimed at raising awareness of the Eurydice Network among Ukraine’s educational and research communities. The session also explored opportunities to use Eurydice analytical publications to support evidence-informed education policy and to strengthen Ukraine’s international cooperation in the field of education.
During their visit to HSUP, the delegations of MESU and SSI “IEA” became acquainted with the University’s educational, research, material and technical infrastructure. Representatives of the University presented its key strategic priorities, contemporary approaches to the digitalisation of the educational process and the organisation of research activities. Participants also discussed prospects for cooperation in educational analytics, data analysis, the preparation of analytical recommendations to support public governance, and opportunities to involve researchers, academic staff and students in joint research and international projects.
A key practical outcome of the seminar was the signing of a Memorandum of Cooperation between SSI “IEA” and HSUP. The Memorandum was signed by Andrii Lytvynchuk, Director of SSI “IEA”, and Vitalii Kotsur, Rector of HSUP. The document establishes a framework for long-term cooperation in the fields of education, science, educational analytics and the digital transformation of education. Rector Vitalii Kotsur noted that the University continues to advance digitalisation, implement artificial intelligence technologies, and strengthen its research and grant capacity. He also emphasised that cooperation with SSI “IEA” would facilitate joint work on data analysis, the development of analytical recommendations for public governance, and the training of future public sector leaders.
The practical seminar and the signing of the Memorandum have marked the beginning of a new stage of cooperation between SSI “IEA” and HSUP, aimed at advancing educational analytics, the digital transformation of education, international cooperation, and the dissemination of European experience, particularly through Ukraine’s active participation in the Eurydice Network.
