In Ukraine, early childhood education institutions, general secondary schools, vocational education institutions and professional pre-higher education institutions do not employ a separate staff member responsible exclusively for monitoring the quality of education.
Institutions distribute functions related to internal quality assurance and educational monitoring among the head, deputy heads and methodological staff (such as methodologists in early childhood education institutions or teacher-methodologists in schools).
The internal quality assurance system operates in line with the Law of Ukraine on Education (закон України ‘Про освіту’). Depending on the type of institution and its internal regulations, the internal system may include:
• a strategy and procedures for quality assurance;
• rules and mechanisms for ensuring academic integrity;
• transparent criteria and procedures for assessing learners;
• transparent criteria and procedures for evaluating teaching staff;
• transparent criteria and procedures for evaluating the managerial performance of heads;
• the provision of resources necessary for organising the educational process;
• effective information management systems;
• the creation of a safe, healthy, inclusive or specialised learning environment in accordance with the principles of universal design and reasonable accommodation;
• other procedures and measures defined by legislation or institutional documents.
A separate state institution – the State Service of Education Quality of Ukraine, described in Subchapter 10.1 ‘Quality assurance in early childhood and school education’, provides external evaluation of education quality.
