The opportunity for participants in the educational process to study, teach, train or conduct research. It takes place at another higher education institution or research organisation in Ukraine or abroad.
Академічна свобода – academic freedom
Academic freedom refers to the autonomy and independence of participants in the educational process when they engage in teaching, research, and innovation activities. It relies on the principles of freedom of expression, thought and creativity and enables the dissemination of knowledge and information. It also allows participants to freely publish and use research results, within legal limitations.
Безпечне освітнє середовище – safe educational environment
Сonditions within an educational institution that ensure the physical, psychological and informational safety of participants in the educational process. It includes compliance with sanitary, fire safety and building regulations, as well as requirements for cybersecurity and personal data protection. Such an environment prevents violence, discrimination, degrading treatment, bullying, the spread of false information and other forms of harm.

Галузь знань – field of study
A broad area of education and science that corresponds to the International Standard Classification of Education (ISCED). It brings together related specialisations.
Єдина державна електронна база з питань освіти (ЄДЕБО) – Unified State Electronic Database on Education (USEDE)
A state information system that collects, processes and stores data on learners, educational and research institutions, and educational documents, particularly in vocational, professional pre-higher and higher education.
Заклад освіти – educational institution
A legal entity of public or private law, the primary activity of which is educational activity.
Заклад вищої освіти – higher education institution
A legal entity of public or private law that provides higher education on the basis of a licence. It carries out research, innovation and methodological activities and organises the educational process.
Заклад дошкільної освіти – early childhood education institution
An education institution that provides early childhood education and care as its main activity on the basis of a licence.
Заклад загальної середньої освіти – general secondary education institution
An education institution whose main activity is general secondary education provided on the basis of a licence.
Здобувачі освіти – learners
Persons who obtain education at any level and in any form. They include preschool children, pupils, students, cadets, listeners, trainees and postgraduate students (adjuncts).
Інклюзивне навчання – inclusive education
A system of educational services that ensures the participation of all learners in the educational process. It follows the principles of non-discrimination, diversity and equal access to education.
Кваліфікація – qualification
A standardised set of competences (learning outcomes) that a person acquires through learning. An authorised body recognises and certifies them through an official document.
Компетентність – competence
A dynamic combination of knowledge, skills, abilities, ways of thinking, views, values and other personal qualities. It determines a person’s ability to integrate into society and to carry out professional or further learning activities.
Нова українська школа (НУШ) – New Ukrainian School (NUS)
A comprehensive reform of general secondary education that introduces competency-based learning, learner-centred approaches and updated methods of organising the educational process.
Освітня програма – educational programme
A coherent set of educational components, including courses, individual assignments, practical training and assessment activities, that educational institutions plan and organise to achieve defined learning outcomes.
Підвищення кваліфікації – continuing professional development
The acquisition of new competences and/or the development of previously acquired competences within professional activity or a field of knowledge.

Результати навчання – learning outcomes
Knowledge, skills, competences, ways of thinking, views, values and other personal qualities that a person acquires in the learning process. They support identifying, planning, assessing and measuring these outcomes. A person demonstrates them after completing an educational programme (programme learning outcomes) or individual educational components.
Якість освіти – quality of education
The extent to which learning outcomes meet the requirements that legislation, education standards or contracts define.
