Definition of the target group(s)
In Ukraine, there is no separate legislation regulating adult education for persons with special educational needs (SEN).
The state and education institutions usually define categories of persons with SEN, as well as eligibility for different forms of additional state support, on the basis of the legislation and classifications described in subchapter 11.5 Definition of the target group(s). An exception applies to children and young people who receive benefits and social support, subject to age limits. In most cases, these measures apply up to the age of 23.
Specific support measures
There are no separate legislative acts in Ukraine for this issue. As a result, the rules and guarantees for adult education for persons who need social support largely follow those described in subchapter 11.5 Specific support measures.
In addition, state support includes the following elements:
- vocational training for registered unemployed persons (Law of Ukraine ‘On Employment of the Population’, Закон України ‘Про зайнятість населення’);
- training through vouchers for citizens meeting the defined criteria. The Resolution of the Cabinet of Ministers of Ukraine ‘On Approval of the Procedure for Issuing Vouchers to Support the Competitiveness of Certain Categories of Citizens in the Labour Market’ (Постанова Кабінету Міністрів України ‘Про затвердження Порядку видачі ваучерів для підтримання конкурентоспроможності деяких категорій громадян на ринку праці’) defines those criteria.
