Student mobility
The activities of all participants in academic mobility must comply with the basic principles set out in key international and national documents, in particular:
- the Joint Declaration of European Ministers of Education ‘European Higher Education Area’ (Спільна декларація міністрів освіти Європи ‘Європейський простір у сфері вищої освіти’), concluded in Bologna, June 19, 1999 (Bologna Declaration);
- the Association Agreement between Ukraine and the European Union (Угода про асоціацію між Україною, з однієї сторони, та Європейським Союзом, Європейським співтовариством з атомної енергії і їхніми державами-членами, з іншої сторони);
- the European Atomic Energy Community, signed on June 27, 2014;
- programme documents in the field of education developed by international organisations;
- international treaties of Ukraine;
- other documents determining the policy of Ukraine in the fields of education and science.
Academic mobility of learners in higher education includes the following types:
1) By the place of its implementation:
- internal involving training, and completion of the academic mobility programme by a Ukrainian participant in another Ukrainian institution different from the place of permanent study (work);
- international involving training and completion of an academic mobility programme by a Ukrainian participant in a foreign educational institution or by a foreign learner in a Ukrainian educational institution;
2) By the field of activity: educational or scientific;
3) By method of completion:
- full-time involving the physical movement of the learner to the partner institution;
- distance, including interactive interaction of its participants, by using appropriate information and communication technologies;
- blended, combining face-to-face and distance participation of the learner.
4) By the procedure for recognising the results of the academic mobility programme:
- credit mobility, meaning training of a Ukrainian learner in a foreign or national partner institution or a foreign learner in a Ukrainian partner institution. The purpose is to achieve learning outcomes and/or relevant competencies with/without obtaining ECTS credits. They should transfer to the national (for a Ukrainian learner) or foreign (for a foreign learner) partner institution of the permanent place of study;
- degree mobility, meaning training of a Ukrainian learner in a foreign or national partner institution or a foreign learner in a Ukrainian partner institution, following previously agreed educational programmes. The learner obtains a certain level of education, with the right to a document on professional pre-higher or higher education.
Forms of academic mobility for learners obtaining a professional junior bachelor’s, bachelor’s or master’s degree are the following:
- study under educational programmes of credit or degree academic mobility;
- language practical training or improving the level of practical proficiency in a foreign language for professional use or in a field of knowledge;
- educational and scientific internship for gaining practical experience based on research and forming new professional transversal competencies within a certain speciality/branch of study;
- scientific internship;
- practical training for obtaining experience in professional activity under the guidance of employees of another educational institution. The learner improves professional competencies and skills in a practical setting, learns to make independent decisions, mastering methods, forms of organisation and means of work;
- other forms, including participation in workshops, conferences, speeches and publications within a certain speciality/field of knowledge.
Each educational institution in Ukraine determines the number of ECTS credits and the assessment for each type and form of academic mobility within the organisation of the educational process.
The Unified State Electronic Database for Education (USEDE) contains information on the participation of learners in the academic mobility programme within the relevant forms of academic mobility.
The total duration of participation in the academic mobility programmes cannot exceed 50% of the standard period of study for learners obtaining a professional junior bachelor’s, bachelor’s or master’s degree.
During the period of educational academic mobility, Ukrainian participants:
- retain their place of study, the right to an academic and/or social scholarship, and other social security benefits according to the current legislation. Provisions on financial support from the partner institution in monetary and/or non-monetary form and their amounts are not an obligatory part of the partnership agreement and/or academic mobility agreement. Receive scholarships during and after participation in the academic mobility programme according to the current legislation;
- have the right to independently choose additional academic disciplines. It does not exclude them from studying mandatory academic disciplines at a partner institution;
- have the rights and obligations of a learner of a partner institution regarding educational and/or scientific academic mobility. It excludes financial (scholarship and other social) support.
The Ukrainian institution of the learner’s permanent place of study enters information about a Ukrainian mobility participant into the USEDE. In the case of internal academic mobility, the partner institution also enters the aforementioned information.
If a Ukrainian learner takes an academic leave or a break in studies, the partnership agreement and the academic mobility agreement include appropriate amendments at the initiative of the Ukrainian educational institution (scientific institution).
Academic staff mobility
The types of academic mobility for academic staff are the same as for other participants in the educational process.
For participants in academic mobility pursuing the degree of Doctor of Philosophy/Doctor of Arts, Doctor of Sciences, or who belong to the academic staff or other employees of an educational institution:
- participation in credit mobility programmes for learners obtaining the degree of Doctor of Philosophy/Doctor of Arts;
- participation in joint educational and/or scientific projects. It may be an activity as part of a temporary project group formed for a certain period of time. It may be at the expense of a grant provided to partner institutions;
- teaching;
- practical training;
- scientific research;
- scientific internship;
- language practice;
- professional development;
- other forms (participation in workshops, conferences, speeches and publications within a certain speciality/field of knowledge, etc.).
The duration of participation in the academic mobility programmes for learners obtaining the degree of Doctor of Philosophy/Doctor of Arts, Doctor of Sciences or academic staff and other employees cannot exceed two consecutive years.
For the period of academic mobility, Ukrainian participants retain for a period of up to:
- two years their position at the main place of work;
- six months their remuneration at the main place of work in the amount of the average wage, if the partner institution does not provide financial support throughout the entire period of the programme. It also works if the provided amount is less than the average subsistence minimum in the host country.
